Joe Welch
Vice President, Global Public Policy, Asia Pacific, The Walt Disney Company
Joe Welch is Vice President of Global Public Policy for The Walt Disney Company. Welch is responsible for the company’s government affairs activities in the Asia Pacific excluding Greater China and India and leads strategic public policy initiatives across business segments in the region. Welch also sits on the Board of Directors of the International Institute of Communications and serves as Chairman of the Board of the Asia Video Industry Association (AVIA). Previously, he served as MCI WorldCom’s Asia Director of Government Affairs and earlier was an attorney at the Federal Communications Commission in Washington, D.C. Welch received his bachelor’s degree from Amherst College and his J.D. from Santa Clara University School of Law.

Board Members

Roger Tong
Chief Executive Officer, Asia Satellite Telecommunications Company Limited (AsiaSat)
Roger Tong is the Chief Executive Officer of AsiaSat. Roger has over 30 yearsʼ experience working in different segments of the communications sector. Before taking up his current role, Roger was the lead person at AsiaSat for engineering and technical operation. His work encompassed planning, design, construction and launch of five AsiaSat satellites, and the expansion of the company’s capability both in space and on the ground. Roger regularly represents AsiaSat at various industry bodies including the ITU and the Asia-Pacific Telecommunity (APT) and handles government relations issues. His work also extends to representing AsiaSat in negotiation with operators of neighbouring satellite networks to ensure smooth operations for AsiaSat customers. Roger’s key priority as CEO of AsiaSat has been to remold the company’s infrastructure-driven business model into a fully integrated customer-centric one that can leverage on its existing resources and capabilities. This is achieved through a fundamental realignment of the workplace culture and encouraging entrepreneurship and innovation. Under his guidance, the AsiaSat engineering team has begun to develop new methods and technologies related to next-generation satellite system designs and applications, leading to eight U.S. patents being obtained in a span of about four years. Roger graduated summa cum laude from McMaster University in Ontario, Canada with a Bachelor’s degree in computer engineering and a Masterʼs degree in electrical engineering. He was a gold medalist graduate of an MBA programme at Wilfrid Laurier University in Canada, and he holds a doctorate in business administration from The University of Newcastle in Australia. Roger was inducted as a Fellow of the Canadian Academy of Engineering in 2020.
Agnes Rozario
Director, Content, Astro Malaysia Holdings Bhd
Agnes Rozario has been a core part of Astro’s growth and positioning as the top entertainment destination for Malaysians. She leads the company’s content team, which covers all vernaculars, regional and Hollywood content, sports and film businesses. Agnes was key in driving the success of Pay Per View and VOD services, which in 2018 had garneredover 50 million downloads and engagements. She also spearheads Asian originals via regional partnerships.
Ryan Shiotani
Senior Vice President & General Manager, South and South East Asia, BBC Studios
Ryan Shiotani is the Senior Vice President & General Manager for South & Southeast Asia at BBC Studios. He leads the Branded Services and Distribution businesses in Southeast Asia and India. Ryan manages a multi-disciplinary team responsible for creating and operating BBC Studios’ branded services across Asia – including channels, branded blocks, and OTT services. He also oversees the BBC Studios distribution business, including content sales, affiliate sales and strategic partnerships in South and Southeast Asia. Ryan serves on the board of Sony BBC Earth, BBC Studios’ joint venture channel with Sony Pictures Networks India. Ryan Shiotani joined BBC Studios in 2007 as Director, Programming, Asia, overseeing the editorial direction of BBC Studios’ Branded Services in Asia, including programming, acquisitions, presentation planning, and media planning. As Vice President, Content, he built the company’s portfolio to include BBC Earth, BBC Lifestyle, BBC First, CBeebies and BBC Player across linear and digital platforms. In August 2019, Ryan became Acting SVP, Branded Services, Asia, also leading the marketing, creative and insights teams locally. Prior to joining BBC Studios, Ryan worked across programme scheduling, acquisitions, distribution and production in Latin America, Asia and the United States for Discovery Networks Latin America/Iberia, MTM Entertainment, TV Globo and Sesame Workshop (the producers of Sesame Street, formerly known as Children’s Television Workshop). BBC Studios and BBC Worldwide merged to form BBC Studios in April 2018.
Greg Armshaw
Senior Director, Solution Sales, Asia-Pacific, Brightcove
As Head of Media for Brightcove in Asia, Greg is focused on expanding the video streaming company’s footprint across the region. Greg has more than 20 years of experience in advertising, digital marketing, and his rich experience building consumer offerings in the technology, media & telecom sector. Greg is a consultant, strategist and sales leader and has led Brightcove to achieve a dominant market position in the region with Free to Air TV, Pay TV and content owners. Prior to Brightcove, Greg held various senior management and mentor roles at Universal McCann, McCann WorldGroup, Chinaccelator, and as an OTT advisor to the Cable and Satellite Broadcasting Association of Asia (CASBAA).
Tony Qiu
SVP & GM - East and South East Asia Head of Global Location Based Entertainment Business Discovery Inc.
Tony Qiu, Senior Vice President at Discovery Inc., is currently General Manager of East and South East Asia and Head of Discovery’s Global Location Based Entertainment business. He leads Discovery’s media, digital, licensing and other businesses across the region. Tony proposed the “Grow and Tramsform” strategy after joining the company. Using this strategy, coupled with his international experience and insights on local markets, Tony created innovative business models, building continuous growth for the region across advertisement sales, content distribution, content production, location based entertainment (LBE) and digital ventures. Tony’s professional experience spans from the public sector, to media & entertainment to APAC’s leading internet platofrms. Prior to joining Discovery, he worked at JD.com, a leading e-commerce company in China. As the General Manager of the business unit “JD Worldwide”, Tony spearheaded JD’s cross-border ecommerce initatives, successfully building the business from the ground up to become the nation’s second largest player. Earlier in Tony’s career, he served in the Australian Government as a specialist engineer for major infrastructure projects. Tony’s career focus and passion lies in business innovation, process optimization and organizational improvement. He earned his MBA degree from MIT’s Sloan School of Management in the United States, and his Bachelor’s in Engineering from the University of Melbourne, Australia.
Amit Malhotra
Regional Lead, Emerging Markets & Content Sales and Distribution, The Walt Disney Company South APAC & Middle East
Amit Malhotra leads the Content Sales and Distribution division as part of The Walt Disney Company’s Direct-to-Consumer & International (DTCI) business in South APAC. He is entrusted with enhancing the company’s reach and opportunities through programming sales, post-theatrical film sales, and the distribution of branded direct-to-consumer services in the region. Prior to this, he served as the Country Manager for Singapore and Malaysia while also being responsible for the Media Networks business in Southeast Asia.
Maria Yolanda C. Carisanto
Chief Sustainability Officer, Senior Vice President/Head of Corporate Communications Group Globe Telecom Inc.
Yoly is the Corporate Communications Group Senior Vice President and Chief Sustainability Officer of Globe Telecom, a leading mobile and digital company in the Philippines. She earned her Master's in Business Administration degree from the Ateneo Graduate School of Business. Yoly is currently a member of the Asia Pacific Association of Communications Directors (APACD), and has served as president of the Public Relations Society of the Philippines. She is a Marketing and Corporate Communications Executive with over 30 years of solid experience in Integrated Marketing Communications, with specializations on Strategic Communications for Corporate, Brand, and Crisis Communications. Yoly is a multi-awarded professional recognized by both local and international institutions in her fields of expertise specifically communications, sustainability practice and corporate social responsibility. Among her international awards include the 2018 Asia's Top Sustainability Superwomen in Singapore, 101 Most Impactful CSR Leaders (A Global Listing) for 2019 in Mumbai and the first Filipino to be recognized with a Communications for Future (C4F) Davos Award in Geneva. For three straight years, she was recognized by PRWeek as among the 500 most influential people in the global PR industry from 2015 to 2017.
Tony Zameczkowski
Vice President, Business Development, Asia-Pacific, Netflix
Anthony (“Tony”) Zameczkowski is Vice President, Business Development for Netflix Asia Pacific, and a Member of the Netflix global management group (estaff). Tony has held pivotal roles within large organizations operating. He has been responsible for leading teams in strategic partnerships and business development efforts in ever-changing and fast-moving environments. Since Tony joined Netflix in April 2016, it has inked Netflix partnership deals with leading Asian Telecom and OEMs players such as Jio, KT, LGU+, Xiaomi, and LG - to deliver optimal streaming experiences for Netflix members. With more than 18 years’ experience in the media, entertainment, and technology industry, Tony has a proven track record of building and strengthening strategic partnerships with key players across content verticals (entertainment, music, sports, and news) in markets covering Asia, Europe, Middle East, Africa, Russia, and Latin America. Before Netflix, he was in a global managerial position running the international operations of Victorious, a Kleiner Perkins-backed start-up in the mobile video space, building new business and partnerships for the US-based digital company. Before that, Tony spent eight years at Google/YouTube in Europe and Asia. He first came to Asia seven years ago in his capacity as Head of Partnerships for Greater China and Southeast Asia based in Hong Kong. Later he moved to Singapore to manage YouTube Music for the APAC region. He was among the first few employees outside of the US to be part of the video-sharing platform. Tony’s roots in entertainment started when he worked at Warner Bros. as Sales and Business Development Manager, licensing content to broadcasters and VOD platforms in Europe. He serves on the ASEAN Board of Room To Read, a global not-for-profit organization transforming the lives of millions of children in low-income communities by focusing on literacy and gender equality in education. Tony holds an MBA awarded jointly by the Kellogg School of Management and The Hong Kong University of Science and Technology, as well as a Master’s degree from ESSEC Business School in Paris.
Ongard Prapakamol
Chief Media Officer, True Corporation PLC.
Ongard Prapakamol is the Chief Media Officer for True Corporation - having previously held the positions of Marketing Director and Chief Commercial Officer at UTV Cable and True Visions respectively, he has established himself as a 25 year veteran in the Thailand Media and PayTV industry. Ongard oversees True Corporation’s content and media business, which encompasses True Visions - Thailand’s largest PayTV operator, Thai News Network (TNN), True4U – a top-rated Thai digital terrestrial TV channel and True GS - Thailand’s fastest growing Home Shopping Network. With an ability to quickly develop a deep understanding of how each business unit operates and hence identify the mission-critical business processes, Ongard has developed a reputation as a leader with a track record for steering often flagging business units to healthy profitability. This is most clearly evidenced by his turn-around of the True GS Home Shopping Network, leading to rapid and record profitability. He most recently completed a complete turn-around at TNN, which has seen this news network emerge with a markedly enhanced reputation and a clear focus on economic and business news – utilizing a fully online and digital platform. Ongard graduated from the University of Massachusetts, Amherst USA with a Bachelor of Science in Computer Engineering and has an MBA in Business Administration from the Sasin Graduate School of Management, Chulalongkorn University, Bangkok. He is also a committee member of the Professional Broadcasting Association of Thailand and Vice President of the TV Home Shopping Association (Thailand).
Alexandre Muller
Managing Director, Asia Pacific, TV5MONDE
After working in the USA, Czech Republic and Taiwan, Mr Muller joins TV5MONDE in 97. He successfully heads several positions within the group before taking over the Asia-Pacific Department in 2004. Alexandre moved to Hong Kong in 2007 where he established TV5MONDE’s Asia Pacific Headquarter. With 25 years of experience in the Region, Mr Muller is responsible for all TV5MONDE’s activity in the region, including business development, marketing, advertising and new media research and development for the Company. Alexandre is a member of the AVIA Board of Directors since 2012, and the Board Member responsible for the AVIA OTT Committee.
Desmond Chan
Deputy General Manager, TVBI
Desmond Chan is responsible for international operations, and legal and regulatory matters of Hong Kong’s leading television station. He is also General Manager of TVBI.
Clément Schwebig
Head of Southeast Asia, South Asia and Korea, WarnerMedia
Clement Schwebig is head of WarnerMedia in South and Southeast Asia and Korea, leading all operations for its entertainment networks and its Warner Bros. businesses in these regions. His portfolio of brands includes HBO, Cartoon Network, Boomerang, Oh!K and Warner TV in Southeast Asia, POGO in South Asia, as well as the regional streaming service HBO GO. He also oversees production of original content in each territory; distribution of US-produced content through theatrical exhibition, home entertainment and licensing to TV networks; as well as consumer products for WarnerMedia’s key brands.
